Franklin Partnership Releases Report on Senate Health Plan

Congress continues to press ahead with efforts to reform the health care system. After the House narrowly passed its healthcare reform bill, we now need your support to contact your Senators telling them to oppose legislation that adds to the burdens of small businesses. The House passed bill has an official price tag of $1.05 trillion over ten years.

Although some of the details of the Senate bill are still tentative, the current Senate proposal creates state based health insurance exchanges to help facilitate purchase of "high quality" insurance by small businesses (starting in 2017 larger groups may be allowed in exchanges). Employers with more than 50 employees that do NOT offer coverage pay a fee for any employee who receives a subsidy in the exchange. Employers with 200 or more employees must auto enroll employees into health plans offered by an employer with an employee opt out if they demonstrate that they have coverage from another source.

The bill also includes a 40% excise tax on any health insurance plan that is above $8,000 for singles and $21,000 for family plans. In addition, the proposal requires businesses that pay more than $600 annually to corporate providers of property and services to file an information report with each provider and with the IRS (essentially, it will require that companies file a form 1099 every time they make a purchase over $600). The bill imposes a $4 billion annual fee on the medical device manufacturing sector allocated by market share.

Please contact your Senator TODAY and ask them to oppose any health care bill that increases taxes on small businesses and places additional unsustainable mandates on employers.
